the blue flame penetrates everything.
Emperor is old, but he doesn't look like it. Right now, he looks like is 6 to 8, at most. A while back, he was even smaller, but that was in the shape of a blue fire ball.

it cannot be put out.
He might be small, but he's powerful. He's the original user of the blue flame, one that Ogami has inheritad. Only those of his bloodline is born with the power.

He likes to play cool, and has a dirty mouth, with endless insults and rude remarks prepared for those he seem fit to use them on (which is everyone). But he's not just cool, rude and mean, he's also emotional, and gets embarrassed, and cries over comic books, though he doesn't like to admit to that.
